HSTP: Human Resources for Health

 


To strengthen the healthcare quality, accessibility, and availability across the country, HSTP works to build the capacities of the health workforce and enhance the quality of policies concerning it. By focusing on bolstering the competency of Frontline Workers (FLWs), HSTP is dedicated to elevating the skills and expertise of vital healthcare providers, aimed at delivering effective and high-quality care. It is also committed to nurturing leadership qualities among health managers, empowering them to catalyse positive transformations within the healthcare system. Strengthening HRH policies is another integral part of the system since issues such as forecasting, deployment, career progression, compensation, and retention of health workers continue to pose significant hurdles within the Indian healthcare system. 

Leadership Development Program for Officials in the State Health Department

The Indian healthcare landscape is rapidly changing, and this warrants effective leadership and program management. High-performing health systems rely on robust leadership and management teams to drive program implementation and meet their objectives within defined timelines. Given that Indian State Governments possess in-depth knowledge of local contexts, needs, socio-economic realities, and priorities, having a workforce equipped with strong leadership and managerial abilities is crucial for implementing and effectively communicating change to achieve their objectives. 

In partnership with Athulya Performance Facilitators Private Limited (Athulya), HSTP has developed a leadership development program known as "Creating Incredible Performances (CIP)" aimed at enhancing the performance of mid-level health officials in the public sector. This program focuses on strengthening the managerial and leadership skills of public health officials, empowering them to facilitate healthcare transformation within their respective states. Participants undergo training using experiential learning methods to internalize and apply the CIP framework to achieve their goals.

Building Competencies of Primary Health Care Providers 

Primary health care is the foundation of a good health system. To assure citizens of the quality of primary care in public health systems, developing the competencies of Primary Health Care providers is pivotal to HSTP’s work. Therefore, HSTP has developed a framework for the assessment of these competencies in collaboration with seasoned experts, completed the assessment and is in the process of covering the gaps in the assessed competencies. 



HRH Policy

The healthcare workforce, or Human Resources for Health (HRH) is a critical component of healthcare delivery. Policies governing HRH directly impact the availability, distribution, competency, and satisfaction of the healthcare workforce, which, in turn, influences healthcare quality, accessibility, and availability across the country. Despite their importance, however, the evaluation of HRH policies in states remains an underexplored area in India. Recognizing the pivotal role of HRH policies in achieving universal health coverage and addressing emerging health challenges, HSTP is dedicated to assessing and addressing critical gaps in HRH policies across states.

Health Journalism Fellowship - An Overview

  Media plays an essential role in mainstreaming the discourse on health systems and making it a social and political priority beyond times of crisis. Whether it is disseminating health information, promoting the importance of hand hygiene, maintaining social distancing during disease outbreaks, or taking personal measures for the prevention of non-communicable diseases, media is always critical.  In March 2022, HSTP organized a webinar with journalists about their experiences and challenges in covering aspects of the Indian health system. In the webinar, the participants drew attention to issues that restrict reporting on health systems in the Indian media, ways to incentivize public health journalism through awards and recognition, and the need to introduce fellowship programs to support young journalists. Strengthening Public Health Systems in Meghalaya

Significant Achievements in Our Partnership with the State As a strategic partner to the Government of Meghalaya for strengthening its health system, HSTP conducts research and shares evidence-based recommendations to bridge gaps and enhance public health services. This month, a draft policy for Specialist and Public Health Cadres developed based on a comprehensive assessment by HSTP has been opened for public input. Additionally, the state-wide rollout of Internal Performance Agreements where HSTP provides technical assistance to the Department of Health, has marked a significant stride toward a more robust healthcare system.  HSTP’s support areas in the state of Meghalaya include health financing, resource planning for health, Human Resources for Health (HRH), and digital health.
