BACKGROUND

On 12 December 2017, the United Nations endorsed the day as International Universal Health Coverage Day (UHC Day) as part of the 2030 agenda for Sustainable Development Goal in achieving universal health coverage by 2030, including financial risk protection, access to quality essential healthcare services and access to safe, effective, quality, and affordable essential medicines for all.

Now that the global community has renewed its commitment to achieving Universal Health Coverage (UHC) for all worldwide and now, it’s time for immediate and tangible steps that get progress back on track. Let’s urge to enact policies that guarantee equitable access to essential health services without financial hardship and ensure good health and well-being is not a privilege for a few but a right for all.

This year’s theme is a reminder that, in a world that continues to experience growing climate-related health threats, countries must invest in resilient and equitable health systems with primary health care as the foundation. By working across sectors – with governments, the private sector, NGOs, and civil society – we will make universal health coverage a reality by 2030.

Karnataka Association of Community Health (KACH), in collaboration with the Department of Health and Family Welfare, Govt. of Karnataka, and other partners and stakeholders, has envisioned observing the International Universal Health Coverage Day on 11th December. The following programme has been planned on a virtual platform. 


OBJECTIVE AND PARTICIPANTS

The purpose of this event is to bring the stakeholders working for better health and well-being of the population, join hands to strengthen the health systems and achieve and fortify the efforts of Universal Health Coverage in the state.  The potential participants include officials from the Department of Health and Family Welfare, students, and faculty from the medical colleges, KACH members, HSTP, Access Health International and other relevant stakeholders.

SPEAKER PROFILES

Dr. K Rajeswara Rao  IAS
Former Special Secretary, NITI Aayog, Government of India

Dr K. Rajeswara Rao is a Tripura cadre 1988 batch IAS officer. His career spans over 32 years as an administrative and development professional. Before NITI Aayog, he worked with the Union Ministries of Women and Child Development, Food Processing, Railways, Health and Family Welfare, and Mines and with the State Governments of Tripura and Andhra Pradesh in sectors such as Urban Development, Education, and Social Development. Dr Rao has a PhD in Social Sciences, an MPhil in National Security, a Masters in Sociology, a Bachelors in Basic Sciences, and a PG Diploma in Journalism. 

Dr. Brundha D  
CEO, SHAS & MD, NHM; Govt. of Odisha 

Dr. Brundha D is an Odisha cadre 2010 batch IAS officer. She is presently working as Mission Director, National Health Mission, and Chief Executive Officer, State Health Assurance Society, Government of Odisha. She has earlier served as Managing Director of Odisha State Medical Corporation Ltd (OSMCL). She has also served with the Odisha State Government in the Rural and Urban Development departments. She has an M.B.B.S. from Dr. MGR Medical University Chennai. She has won awards at the national level for agriculture and cooperation & rural development for her exemplary service. 

Dr. Rathan Kelkar  IAS
Secretary, IT Department; Executive Director, KASP; Government of Kerala

Dr. Rathan Kelkar belongs to the Indian Administrative Service (IAS) of the 2003 batch. With over 20 years of experience and a penchant for serving society, he truly believes in contributing his best with an approach to cater to the last man and the last mile in the line of service. Dr Kelkar is presently working as Secretary, Electronics, and Information & Technology with complete charge of the Income Tax Department along with responsibility as Executive Director of SHA Kerala, which implements the KASP PM-JAY scheme in Kerala. As Executive Director of KASP, he has played an important role in the implementation of the integrated scheme. Kerala stood out as the top state in terms of the number of target beneficiary families who have been registered, reaching 98% of the eligible families under PMJAY, with at least one member of each family being provided a Golden Card and also implemented many best practices in the country under IEC strategies.

Sri. Randeep D  IAS
Commissioner, DoHFW, Government of Karnataka

Randeep D IAS is a Karnataka cadre 2006 batch IAS officer.  He graduated in Engineering from Bangalore University in electronics and has completed an M.A. in public policy from IGNOU. Randeep is presently serving as Commissioner under the Department of Health and Family Welfare Government of Karnataka. He has played a vital role in the implementation of all the building blocks of the Ayushmaan Bharat initiative. Randeep has also led the implementation of the ABDM initiative and has made Karnataka one of the Top achievers in all indicators of ABDM implementation in the country.

Dr. Naveen Bhat  IAS
Mission Director, National Health Mission, Government of Karnataka

Dr. Naveen Bhat Y, from Mangalore, graduated from Bangalore Medical College (BMC) in 2015. He is a doctor by qualification and a bureaucrat by profession, someone with a deep commitment to serve society. He is presently serving as the Mission Director of the National Health Mission, Karnataka, and he has also served as Chief Executive Officer of Udupi Zilla Panchayat. Hailing from Yellur in Kaup taluk of Udupi district, he had his primary and high school education in Moodbidri Rotary English Medium School and Modankaup Infant Jesus School and Pre-University Education at Alike Satya Sai institution.

Sri. Rajeev Sadanandan
Chief Executive Officer, Health Systems Transformation Platform (HSTP)

Rajeev Sadanandan is the founding CEO of HSTP. Prior to this, he was a career civil service officer with a specialisation in Health Systems and Health Financing. He held three terms as Health Secretary of Kerala. He was the CEO of RSBY, India’s national social health programme. Rajeev has been involved in developing and managing the TB control programme and HIV/AIDS programme at the national and state level. He led the development of Kerala’s health insurance programme (being implemented in partnership with Ayushman Bharat), Kerala Antimicrobial Resistance Strategic Action Plan and the Kerala Cancer Control Strategy. He also developed Kerala’s programme for prevention and management of Non-Communicable Diseases. Rajeev has held tenures in central government, worked for a brief stint in UNAIDS and has been a member of technical committees set up by UNAIDS and WHO, as well as functioning on other technical boards. He was one of the editors of WHO’s Global Report on Cancer. Currently, he is a Commissioner of the Lancet Global Health Commission on the Financing of Primary Care.

Dr. Grace Kabaniha
Health Financing Lead, World Health Organization

Dr. Grace Kabaniha is the Health Financing lead in the WHO Country Office in India, where she supports the government’s health financing reforms. Previously she served as the Regional Advisor for Health Economics and Financing at the Regional Office for WHO in Africa and the Health Economist in the WHO Country Office in Uganda. She has over 10 years of experience in public health and health financing in Lower and Middle-Income countries in Africa and Australia. Her professional interests include Universal Health coverage and health system reform, Health financing policy, Economic Evaluation and priority setting, public health policy and planning and Monitoring and Evaluation. Prior to her career in public health, Grace worked as a Medical Officer in various public and private settings, including Baylor College of Medicine - Children’s Foundation Uganda, a Paediatric HIV/AIDS care centre.

Smt. Sheena Chhabra
Senior Health Specialist, The World Bank

Sheena Chhabra is a Senior Health Specialist with the World Bank’s Global Practice on Health, Nutrition, and Population working in the South Asia Region. In her career, spanning over three and a half decades, Sheena has a strong track record of impacting national and state health programs related to universal health coverage, reproductive, maternal & child health, infectious diseases, and water & sanitation covering areas such as health policy & strategy, health financing, health systems strengthening, private sector engagement/public private partnerships, and monitoring & evaluation. At the World Bank she leads the technical advisory services on National Health Financing Programme that supports Government of India’s flagship Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (PM-JAY) and NITI Aayog-MoHFW-World Bank Annual State Health Index, and operations related to India’s Enhanced Service Delivery Program and the Uttarakhand Health Systems Development Project. Prior to joining the World Bank in 2016, Sheena headed the Health Systems Development Division of USAID/India. Before that, she was a Senior Project Director at the Social and Rural Research Institute (SRI) and a Lecturer at Lady Irwin College, Delhi University.

2023 Highlights from HSTP

At the Health Systems Transformation Platform (HSTP), 2023 has been a year of overcoming roadblocks, reaching milestones, strengthening our partnerships with the states of Odisha and Meghalaya, foraying into the state of Chhattisgarh, and continuing our work in the cities of Mysuru and Bhopal . These centres serve as the initial point of contact for communities, providing a range of essential health services that alleviate the burden on higher-level healthcare facilities, facilitate early detection of health issues, and foster community well-being.
